人地统筹、城乡互动、市场合作——可持续发展的新型城镇化发展模式探索

经过30年快速发展,我国传统城镇化模式日益暴露出城乡对立、人地分离、发展要素资源分配行政化层级化等弊端,经济、社会和生态发展面临严峻挑战。借鉴广州市新型城镇化发展的实践经验,提出以"人地统筹、城乡互动、市场合作"为核心理念的可持续发展的新型城镇化模式:以城乡居民综合发展的要求为本,统筹制订都市区外围相对独立发展、自我平衡的新城区和其邻近村庄的新型城镇化战略规划;以解决"三农"问题为契入点和重点,立足乡村开辟新的增长空间,缓解城市土地、环境容量不足的问题,优化产业结构和区域空间布局;建立城乡互动发展的通道和平台,以市场化方式形成多元合作网络,发挥市场对劳动力、资本、土地、信息、技术等发展要素资源分配的决定性作用,实现人、地、经济和社会全面协调可持续发展。

China＇s traditional model of urbanization is facing serious challenges in economy,society and ecology.Balancing urban and rural development is required to promote urbanization in the post-industrial era. Based on classical urban development theory,initial strategy,the information revolution and the knowledge economics theory,in addition to the experiences in Guang Zhou,this thesis proposes a new sustainable urbanization development model,with the core concept of people-land integration,urban-rural interaction and market-cooperation. That is,for the goal of integrated development of urban and rural residents,new urbanization strategic planning can be formulated that the peripheral metropolitan area can develop independently,and the new city and its neighboring villages can develop self-balancing. To solve the three rural issues,opening up new growth in the rural space is the effective way,which can not only promote comprehensive development in the rural area,but also free up city to optimize the spatial and industrial layout. Meanwhile,feasible operation-system for urban-rural interactive development is established,promoted by the government,enterprises,the village collective and villagers,as well as city residents and other social members. Furthermore,the backgrounds and objectives,the developing strategies and planning,contents,subjects and approaches of cooperation,and the corresponding policies are discussed in this operation-system.
