我国政治实践中存在党的领导与人民当家作主发展程度不平衡的问题,一些党员群众对党的领导与人民当家作主之间的关系存在困惑。领导不是强制命令,要实现党的领导与人民当家作主的有机统一,就必须正确理解党领导人民当家作主的政治定位,正确处理党与人大的关系,密切党与人民群众的关系,从国家政权层面和社会层面双管齐下,完善和加强党对人大和对人民群众自身的有力领导。
