国家治理现代化进程中基层政府职能转变分析

An Analysis of the Transformation of Primary Government Functions in the Process of Modern National Governance

基层政府职能转变旨在实现社会治理现代化,主要是推动基层政府建立与经济社会发展相适应的治理体系和提高治理能力,其与推进国家治理现代化秉持一致。当前基层政府职能在治理机制、治理理念、治理方式上存在误区,分析现代国家政府职能转变的逻辑,吸收其可取经验,结合我国发展转型实际和历史传统,通过发展协商民主、推进服务理念和法治建设实现基层政府的现代社会治理,达到善治。

The aim of transformation about primary government function is to achieve the moderniza tion of social governance, by promoting primary government to establish governance system and enhance governance capacity which is suitable for the development of social and economic, and it is in accordance with promoting modernization of national governance. Nowadays, primary government functions have some imperfect aspects, such as in governance mechanism, governance idea and governance method. It is useful to absorb the desirable experience by analyzing the logic of the transformation of modern state. Combined with the historical traditions and the reality of China＇s development and transformation, by de- veloping deliberative democracy, promoting the service concept and the rule of law construction, modern social governance of the primary government will be achieved.
