伴随全球化进程的不断加快,中国与世界的联系更加紧密。中国农业发展正面临着前所未有的环境的变化,变被动接受为主动作为,参与国际市场竞争,提高国际竞争力,已经成为开放条件下中国农业的必然选择。当前迫切需要跳出我国资源禀赋条件的思维限制,从全球视角重新审视中国农业面临的机遇与挑战,通过实施农产品进出口、农业"走出去"、优化全球农业治理结构等战略,统筹利用国际国内两个市场、两种资源。同时,推进农业供给侧结构性改革,减少政府对市场价格的干预,提高价格信号的有效性,提高农业生产者的抗风险能力,加大对消费者的支持力度,以期提升中国农业的国际竞争力。

With the accelerating process of globalization,China and the world are more closely linked. China agricultural development is facing the unprecedented environmental change.Transferring from a passive acceptance to an positive ac- tion,participating in the international market competition and enhancing the international competitiveness have become an inevitable choice for China agriculture under the opening conditions.The current urgent need is tantamount to jump out of the thinking box of our country＇s resource endowment limit,re-examine the opportunities and challenges that China agriculture is faced with from the global perspective.lt makes comprehensive use of international and domestic these two markets and two kinds of resources through implementation of strategies such as agricultural products import and export, agriculture ＂going out＂ , optimization of global agricultural governance structure,etc.At the same time,it should promote the international competitiveness force of China agriculture through boosting agricultural supply-side structural reform, cutting governmental intervention for market price ,improving effectiveness of price signals ,improving the anti-risk ability of agricultural producers and increasing support force for consumers.
