Thoughts on the Concept of "Strategic Warning" in the New Situation

[目的/意义]一切理论探讨,皆源于概念的厘清。概念界定是战略预警最核心和最基本的问题,但在新形势下却争议不断。该研究希冀在一定程度上改善国内在这一领域由于缺少共识和留有空白而形成的落后局面。[方法/过程]选取其中最具代表性的三大争议性焦点进行系统考察,综合对比中美战略预警概念界定的各种经典论述,诠释各种争议之间的区别与联系。[结果/结论]深化关于战略预警研究的反思与总结,为战略预警理论与实践的进一步科学发展奠定扎实的基础。

[Purpose / Significance]Theory is the precursor of action,while concept is the basis of theory. In the newsituation,the most basic and crucial point of the thesis is the definition of strategic warning,but is still in dispute. This study hopes to improve the domestic backward situation about the strategic warning concept,which is caused by a lack of consensus. [Method / process]The three most representative focus of dispute are systematically investigated. According to comparing the different classic exposition of strategic warning concepts from China and America,the author makes a clear logic between the difference and connection of the concept. [Result / Conclusion]Not only strengthen the reflection and conclusion of the study of strategic warning,but also lay a solid foundation for a further scientific development of strategic theory and practice.
