摘要
[目的/意义]科技查新质量是科技查新工作的重中之重,如何有效评价并提升查新质量越来越受到关注,而霍尔三维结构模型为科技查新质量评价提供了一种系统化的思维模式。[方法/过程]采用定性与定量相结合的研究方法,以文献质量维度、资质维度和价值维度结合霍尔三维结构模型构建了科技查新质量三维评价体系,设计了三大类共18个查新质量评价指标。以模糊算法量化了评价指标,并采用系统分析方法论证了各个维度之间的相关关系。[结果/结论]通过此模型对被评价查新工作的质量进行量化并和基准量进行比较,比值大于1可以认定查新质量较好;比值小于1则表明查新质量一般,需改进。
[Purpose / Significance]Report quality is the priority of sci- tech novelty retrieval,and howto effectively evaluate and promote the report quality has already attracted more and more attention. A. D. Hall's three- dimensional matrix theory provides a systematic mode for novelty retrieval evaluation. [Method / Process]Applying the qualitative and quantitative methods,a three- dimensional system for novelty retrieval evaluation is established based on A. D. Hall's theory involving literature quality dimension,aptitude dimension and value dimension,in which three types of evaluation indicators( 18 in total) are designed. Then,the evaluation indicators are quantified by fuzzy algorithm,and the relationships between the three dimensions are discussed by inductive methods. [Result / Conclusion]The quality of novelty retrieval calculated by the model should be compared with standard values,excellent quality proved when ratio goes beyond 1,and otherwise the retrieval work should be improved.
