京津冀协同发展背景下“大保定”的发展依据与“4+2+3”发展构想

保定由于有利的区位条件,在京津冀协同发展进程中长时间以来成为热点议题。为了在京津冀协同发展中争得更多的发展机会,保定也在从行政区划内部与外部两方面着手积极准备。2015年上半年保定的行政区划作了调整,市区由原先的"三区"调整为"五区",保定长期存在的"小马拉大车"的问题在一定程度上会得到缓解,但是从"小马"变成"大马""强马"的过程中保定还需要不断调整行政区划内部及与周边城市的关系。发展"大保定"需要构建"4+2+3"的城市体系:"4"即四条东西向的城市链,"2"即构建"京津保"和"津沧保"两个三角形,"3"即以保定为中心形成Cj、Cz、Cy等三个城市环,依托重要交通线在"大保定"范围内形成"K"字形城市体系构架,并进而形成"≠"形和"○"形城市体系。将"大保定"的"五区"逐渐发展为包括白洋淀在内的"六区",构建以"大保定"为核心的城市圈。

But turning a＂small horse＂into＂big horse＂and furthermore＂strong horse＂, Baoding also need constantly adjust the relationship interior administrative divisions and between different cities. It is necessary to construct the urban system of＂4＋2＋3＂for developing＂big Baoding＂：＂4＂is the four east-west direction city chains;＂2＂is the two urban triangle named as＂Beijing-Tianjin-Baoding＂triangle and ＂Tianjin-Cangzhou-Baoding＂triangle; ＂3＂is the three urban circles named as Cj, Cz, Cy, all of which are centering Baoding. Relying on the important traffic line ＂K＂shape city system construction must be formed, and then ＂≠ ＂shaped is formed, and furthermore＂○＂shaped is formed. Based on which,＂five zones＂＂big Baoding＂will be developed into＂six zones＂＂big Baoding＂. Urban circle centering on Baoding in this way can be developed.
