Policy Guarantee Status and Vision of Public Library Service System Construction in Hunan Province

公共图书馆服务体系是现代公共文化服务体系中的重要组成部分,是政府主导的提升国民素质,改善文化民生,保障人民基本文化权益的基础性事业。目前国家层次的公共图书馆法仍然缺位,公共图书馆服务体系缺乏科学完善的政策保障。文章以湖南省公共图书馆服务体系的政策保障现状为例,分析了公共图书馆服务体系政策保障存在的问题,并提出对策愿景。

Public library service system is an important part of modern public cultural service system and is a basic cause led by the government,which is aimed to improve the culture and people＇s livelihood,safeguard the people＇s basic cultural rights and interests.The state level public library law is still absent now,public library service system is lack of scientificity and perfect. In this article,taking the policy guarantee of public library service system in Hunan Province as an example,the author analyzes the existing problems of the policy guarantee of public library service system,and puts forward the vision.
