摘要
政策执行主体是连接政策与政策受众的桥梁,是政策有效执行的核心部分,也是直接关系政策成败的关键因素。但新疆双语教育政策在执行过程中出现了机械执行、选择执行、无律执行、强迫执行和寻租执行等偏差行为,严重影响政策执行的效果和质量。通过分析政策执行主体偏差行为的原因,结合新疆双语教育发展现状,提出健全政策执行机制、提升执行主体的综合能力和完善利益协调机制的政策措施。
The executive subject of a policy functions as a bridge between the policy and the policy audience.It is not only the core part of effective execution of the policy,but also a key factor in influencing the success or failure of the policy.In the process of executing the bilingual education policy in Xinjiang,there arose such deviant behaviors as mechanical execution,selective execution,illegal execution,forced execution and rent-seeking execution,which have severely affected the effect and quality of policy execution.In view of the current development of bilingual education in Xinjiang,this paper analyses the causes of the deviant behaviors of the executive subject,and puts forward some measures for establishing a sound policy execution mechanism,promoting the comprehensive ability of the executive subjects,and improving the interest coordination mechanism.
