Thoughts on Strengthening Governmental Responsibility on Public Cultural Service

公共文化服务属于基本公共服务。加强现代公共文化服务体系建设,首先应强化各级政府的主体意识、责任意识和自觉意识。加强公共文化立法,提高公共文化建设法制化水平,是强化政府责任的根本体现。理顺公共文化管理体制,加强各级政府对公共文化服务体系建设的统筹协调,是强化政府责任的现实要求。促进公共文化服务均衡发展,是强化政府责任的战略重点。完善公共文化服务财政保障机制,是强化政府责任的基本任务。不能把公共文化服务的政府主导和社会化发展割裂开来、对立起来。

Public cultural service is part of basic public services. The essence of promoting modern public cultural service system is to strengthen the consciousness of subject, responsibility and self-awareness of governments at all levels. To speed up the legislation of public culture and promote legal system of public culture are the basic reflections. To rationalize the managerial mechanism of public culture and elevate the ability of planning and coordination of governments at all levels are the practical requirements. The strategic emphasis is to accelerate the balanced development of public cultural service. The fundamental task is to mature the financial safeguard mechanism. What cannot be done is to tear apart or even opposite the governmental leadership and socialization in the public cultural service.
