摘要
柬埔寨高等教育治理先后经历了四种不同的模式,即殖民地时期治理模式、红色高棉时期治理模式、越南占领时期治理模式和改革开放时期治理模式,其演进体现了由殖民主义的单一模式向后殖民主义的杂糅模式的发展路径。柬埔寨在20世纪末,开始逐渐建立了自上而下的分层治理架构与协调机制,出台了一系列高等教育治理政策法规,制定了长期发展战略,推行了整体性的治理规划、市场化的办学体制、国际化的治理制度、普及化的质量保障和自治化的大学制度,构建出开放式系统化的高等教育治理体系。
Cambodia higher education governance has witnessed four different governance models: Model of French Colonial Administration, Model under Khmer Rouge, Model within Vietnam Occupation, and Open Model since 1990s, indicating its development trace from the unique model of colonialism to the hybrid model of post colonialism. The national higher education governance hierarchical organizational structure, coordination mechanism, a series of policies, the long term strategic plans and roadmap of higher education have been formu- lated since the end of 20th century. Besides, such strategies as the holistic governance planning, privatization of HEIs, internationalization of policies, wide-spread quality assurance, and university autonomy have been implemented, thus making a systematic and open higher education governance system.
