摘要 从墨菲定律和海恩法则出发审视高校实验室安全工作,主要问题和症结在于:安全宣教及管理明显不足;安全责任体系及隐患排查存有缺陷;安全素质培训比较薄弱。改进高校实验室安全工作的思路和举措是:以强化宣教管理为抓手,使师生形成并保持良好的安全意识;以重建安全责任体系为基础,改进和完善隐患排查与治理机制;以推广实施安全准入制度为契机,使安全素质教育及培训制度化。 By Murphy's law and Hain's rule and their implications,the main problems of the safety issues in university laboratories are that safety education and management are clearly insufficient; there are defects in safety responsibility system and potential dangers investigation; training for safety quality is relatively weak. To improve the safety in university laboratories,the paper presents a number of ideas and initiatives. We should form and maintain good safety awareness among teachers and students by strengthening safety education and management; improve and perfect investigation and governance of potential dangers on the basis of rebuilding safety responsibility system; and take the opportunity of promoting and implementing safety access system to institutionalize safety quality education and training.
