公共行政决策价值的优先序困境研究——基于案例的分析

The Research of Trouble about Administrative Decision-making Value Priority Sequence Based on Typical Cases

公共行政决策不仅是公共管理的决定性环节,更是其他环节展开的起点和向导。在当前社会风险不断增大的现代化过程中,如何实现行政决策价值取向一致,避免决策价值冲突,使得公共行政决策价值的优先序得到公众认可,不仅关乎基础性理论问题,更体现在实践效果中。文章以两个典型事件为实证材料,从公共选择理论与公共行政决策价值的公共性矛盾、多元主体的利益非均衡性与经济学博弈论并存,阿罗不可能定理、历史维度下的场域概念等多理论视野下分析公共行政决策价值的排序难题,从而得出结论。

The administrative decision is becoming increasingly important in the management activities. It is not only a crucial link in public management,but also the basis and the guide of other links. The current risk and uncertainty increasing in the process of modernization,how to implement the administrative decision- making value orientation consistently,to avoid conflict of decision＇s value and to make the administrative decision value of priority to meet public demands not only concern about the academic level,but also are reflected in the practice. Based on the empirical materials of two typical cases,from the contradictions of the public choice theory and public administrative decision- making value,unbalance of plural benefit and the game theory in economics,field theory under the historical dimension as well as the arrow impossibility theorem,the trouble about administrative decision- making value priority sequence is analyzed,so as to come to the conclusion.
