高校科研经费协同监管机制构建路径研究——以国家重点实验室为例

Research on Building Path for Fund Coordination Supervision Mechanism in Colleges and Universities

针对高校科研经费的现状,通过借鉴协同学及其有关理论,从国家重点实验室的视角,分析了其科研经费外部及内部环境主体,并对其科研经费协同管理的问题进行了深入总结,通过借鉴国外科研经费监管机制,构建了高校国家重点实验室科研经费协同监管路径,并逐一分析了国家重点实验室与各管理部门相互协同的路径和具体监管措施。研究表明,通过部门间的协同以及相互监管,相互支撑,内外环境主体协同齐抓共管可实现科研经费的良性发展,并有力提升国家重点实验室科研经费管理绩效,这一路径和具体监管措施也可推广到高校科研经费协同监管中。

Starting from the present situation of scientific research in colleges and universities,from the state key laboratory＇s perspective,using synergetics and relative theories,the paper analyzes the subjects of the external and internal environment of scientific research funds,and makes a thorough analysis of problems that contain cooperative management,foreign research supervision mechanism, coordination supervision of research fund in the state key laboratories. And it also points out that the state key laboratory and the administrative department should work together.Through the coordination and mutual supervision,the state key laboratory and the administrative department should support each other,and realize the benign development. Thus,management of the state key laboratory can be effectively improved. This path and specific supervision measures can also be extended to coordination supervision of other funds in colleges and universities.
