城镇化背景下基层社会救助的发展与完善——以安徽省S镇为例

Development and Improvement of Basic Social Assistance System in Urbanization——In S town of Anhui Province

在新型城镇化背景下,我国基层社会救助面临着城乡最低生活保障的对象认定存在偏差、动态管理困难,专项救助和临时救助形势复杂,基层社会救助经办能力建设薄弱等问题。新型城镇化对完善基层社会救助工作提出了更高的要求。全面实施《社会救助暂行办法》,实现社会救助的规范化;优化社会救助操作程序,实现初值救助对象的动态管理;加强基层救助工作队伍建设,提高社会救助经办能力;整合信息资源,建构社会救助信息共享平台等成为了完善基层社会救助工作的主要抓手。

Under the background of the new urbanization of China ,the basic social assistance is facing problems as errors in identifying the recipients of the urban and rural minimum subsistence allowances ;difficulties in dynamical-ly managing the assistance and the weak capacity of the building of basic social assistance etc .New urbanization has put forward higher requirements for the improvement of basic social relief work .It requires full operation of The In-terim Provisions on Social Assistance ,achieving the dynamic management of social assistance recipients ,strengthe-ning the team building of the basic assistance workforce ,enlarging the handling capacity of basic social assistance , integrating the resources of information ,and developing the platform for sharing the information of social assistance .
