鸦片烟引发的社会问题伴随着清王朝始终,究其原因是内祸多于外患。清朝统治者基于财政考虑而制定的鸦片烟政策,是造成鸦片吸食由地方习俗转而成为政治痼疾,直至最终难以禁绝的重要原因。在关涉百姓生存质量的事情面前,为政者切忌卷入其中牟利,否则小者家破,大者亡国。

The social problems caused by opium went through the whole Qing dynasty .There are more domestic rea-sons than foreign ones .The opium policy ,adopted by Qing dynasty for financial reasons ,makes opium smoking a po-litical chronic illness from a local custom and finally can ’ t be eliminated.For issues connected with the people ’ s existence,the officials must not be involved to earn money;or,the family,even the country,will break.
