价值协同:一个新的地方政府绩效评价价值冲突成因 被引量:14

Value Synergy: A New Factor Leading to Value Conflicts of Local Government Performance Evaluation

摘要 在过去的二三十年间,政府绩效评价作为提升行政效率、实现地方发展的管理工具在众多地方政府中得以推行。但在目前各地"高绩效"成绩单下,却存在着愈演愈烈的价值冲突倾向。为了探究其原因,论文通过对四川省资中县政府绩效评价的案例研究,运用扎根理论构建了地方政府绩效评价的价值协同理论。研究发现,宏观政策与地方现状的偏差构成了价值协同形成的宏观环境,多样化的评价对象和有限的地方财力则形成了价值协同发生的微观现实基础,通过统一性与多样化的矛盾、强化对上级政府的依赖性、弱化对上级政府的博弈能力和缺乏针对性的绩效评价体系共同搭建起来的桥梁,控制价值与回应性价值间发生了协同作用,从而导致了价值目标置换和价值冲突。本研究结果不仅拓展了地方政府绩效评价价值冲突成因的研究视角,而且在实践层面有望为发展出新的价值冲突管理策略提供机会窗口。 Government performance evaluation, as a management tool to enhance administrative efficiency and promote local development,has been carried out in many governments over the last thirty years. However,more and more value conflicts are hidden in the plausible high " performance ". To figure out the reasons for this phenomenon,this paper tries to construct a value synergy theory of local government performance evaluation by taking Zizhong County in Sichuan Province as a case and applying the data analysis strategies originating in grounded theory. It concludes that:the deviation between macro- policies and the status quo of local government is the macro- environment in which value synergy forms; the multiple evaluating objects and limited local financial resources are the micro- conditions in which value synergy works;due to the contradiction between uniformity and multiplicity, as well as local governments' overdependence on superior governments,their deficiencies in terms of game ability with superior governments and their lack of corresponding performance evaluation systems, the synergy effect between the " control " value and the "response " value occurs, and thus leads to value target displacements and value conflicts. The findings of this paper not only expand our research perspectives in the area of value conflicts of local government performance evaluation,but also opens a new window for developing new management strategies for value conflicts.
