俄罗斯基础设施投资效率问题研究

A Study of Russia Infrastructure Investment Efficiency

利用DEA方法从静态和动态分析俄罗斯2005-2013年8个联邦区基础设施及其子项目的投资效率,运用非参数核密度估计方法对基础设施投资效率进行密度分布。总体上技术进步有限,俄罗斯基础设施投资效率不高,且地区之间差异大;水电气和交通基础设施投资效率高于教育、卫生和社会健康保障投资效率。文章从投资规模、技术进步角度分析投资效率低的原因,并提出相应的措施。

With DEA,this paper analyzes the infrastructure investment efficiency of the 8 federal districts of Russia from 2005 to 2013 staticly and dynamicly,distributes density with Nonparametric Kemel Density Estimation method. The result show that generally speaking,the technological progress is limited; the infrastructure investment efficiency of Russia is low and there exists big difference between different districts; the investment efficiency of water,electricity and gas is higher than education,sanitation and social health guarantee. This paper analyzes the reasons for the low investment efficiency from investment scale and tecnological progress,and puts forward corresponding measures.
