Discussions on Problems in Technology Transfer of Agricultural Scientific Research Institutes and Countermeasures under New Situation

文章通过对农业科研院所技术转移中存在问题的分析,以黄海水产研究所为案例的技术转移工作特点和成绩的剖析,以及技术转移相关法律法规的解读,提出了新形势下完善农业科研院所资助机制、建立技术转移的组织形式与运行机制及加强人才队伍培养和建设等一系列对策和建议,以期为加速农业科技成果的技术转移提供参考。

The problems in technology transfer of agricultural scientific research institutes were analyzed in the paper. The characteristic and performance of technology transfer in the Yellow Sea Fisheries Research Institute were discussed as a case. New relevant laws and regulations on technology transfer were interpreted. A series of countermeasures and suggestions to promote and accelerate the technology transfer of agricultural science and technology achievements were put forward under the new situation, i.e., to improve the funded mechanism of agricultural scientific research institutes, to establish the organizational form and operating mechanism of technology transfer, and to strengthen training and constructing of personnel team, etc.
