摘要 完善项目运作流程是稳妥推进PPP工作的重要保证。项目识别和筛选应当严格遵循市场规则,精准区分完全市场化项目、使用者付费不足项目、政府竹费项目。合作伙伴选择阶段,应当按照核心能力、讲究信誉、市场化主体原则和财务能力、技术能力、管理能力、信誉水平评价指标体系选择合适的社会投资者。项目流程设计方面,寻求流程简化与流程控制的平衡,重视PPP项目前期流程的完备,实现PPP项目操作流程的标准化。要重视政府的项目参与和项日监管双重角色,正确行使政府参与项目的资金安排、团队组建、风险分配、股权行使职能,正确履行政府完善监管沟通交流机制和绩效评价机制的项目监管职责。 There is an important guarantee for yet prudently proceeding with work of PPP to improve the project operation process.Project identification and screening shall strictly follow the market rules,and accurately distinguish between completely marketization projects,users paid less projects,government paid program.During the stage of partner selection,we should choose appropriate social investors in accordance with the principle of core ability,credibility,market main body and the evaluation index system of financial ability,technical skills,management ability and credit level.During the stage of project process design,we should seek the balance between process simplified and process control,pay attention to of the complements of early process stage,realize the standardization of operation process of PPP project.Then,we must attach great importance to the dual role of project participation and supervision of the government,right to exercise the government involved in the project financing arrangement,team,risk allocation and equity functions,and perfects the project supervisory duties of government supervision right for communication mechanism and performance evaluation mechanism.
