摘要
本文基于委托-代理理论,通过对不同地区铁路局的实地走访调研,构建了铁路信息技术服务外包决策影响因素概念模型,运用因子分析与结构方程验证了铁路信息技术服务特性、中国铁路总公司的能力因素以及环境因素对铁路信息技术服务外包决策的影响。研究发现,从铁路信息技术服务特性角度来看,铁路信息技术服务的复杂性以及资产专用性对其有显著影响;从考虑政治关联因素的中国铁路总公司责任能力角度来看,中央政府支出和系统内部竞争对其有显著影响;从市场经济环境角度来看,中国铁路总公司经济能力及财务状况对铁路信息技术服务外包的影响是不显著的;而从决策能力来看,中央政府的支持及内部竞争与铁路信息技术服务外包决策之间存在正相关关系。
Based on principal-agent theory,through the Railway Bureau in different regions of field visits to research,it builds a railway IT outsourcing decision factors conceptual model,and makes a targeted theoretical assumptions. It uses factor analysis and deconstruction of the equation to verify the railway IT service features,factors and environmental factors affecting the ability of China railway's IT outsourcing decisions. The study finds,from the view of railway IT service features,complexity and assets specificity of railway IT services significantly affect outsourcing decision; from the view of responsibility of Chinese railway related political considerations,central government spending and competition within the system has a significant impact on it; from the view of market economic environment,the impact of the economic capacity of the railway corporation and financial situation on railway IT outsourcing is not significant;from the view of decision-making ability,there is a positive correlation between the support of the central government and internal competition and railway IT services outsourcing decisions.
