摘要
水权交易是干旱区解决水资源供需矛盾,提高水资源利用效益和优化配置水资源的新型管理手段。主要研究了水权交易的条件体系和范围,从水权交易的基本条件、充分条件和外部条件划清了可交易水权的边界。从水资源确权、水权交易流转、水权交易管理和水权交易试点动态跟踪等方面设计完善了水权交易的实践框架,可为类似流域开展水权交易提供理论参考和技术借鉴。
Water rights trading is a new management tool to solve water supply and demand contradiction,improve water use efficiency and optimize water allocation in the arid region.In this paper,the condition system and range boundaries of water rights trading are studied by analyzing its basic conditions,sufficient conditions and external conditions.A set of perfect water rights trading pilot practice scheme were designed for Shiyang river basin from water property rights,water rights transact,trading,water rights trading management and water rights trading pilot dynamic tracking.The framework will provide a theoretical and technical reference for water rights trading practice in similar area.
