Exploration on the Management of R&D Projects between Enterprise and University in the 13th Five-year Plan Periods

横向科研项目作为高校科研项目的重要组成部分,是"十三五"时期高校科研管理改革的工作重点。本文对如何在关键时期改变原有横向管理桎梏进行探讨,指出高校应当努力寻求和建立更加完善的横向科研项目的课题管理制度及经费管理制度,建立完善的校系两级分级管理体系,从而实现"十三五"时期高校横向科研项目管理的提升。

RD projects between enterprise and university are essential ingredient of the main research projects in most universities. With the change of the projects management during The 13 th Five-Year Plan periods, it is necessary to strengthen management of expenditure and improve efficiency of RD projects.In this paper, we will do some research on the reform of RD projects in The 13 th Five-Year Plan periods and point out that the two-layer management system of RD projects is an inner requirement for RD projects between enterprise and university.
