浙江省14家县级卫生监督机构2007-2012年资源建设情况研究

Study of resource construction in 14 health supervision institutions at the county level in Zhejiang province from 2007 to 2012

[目的]通过对浙江省14家县级地区卫生监督机构2007-2012年资源建设情况等的分析,了解浙江省卫生监督资源的配置与利用情况,为卫生监督机构在合理配置卫生监督资源上提供科学的对策依据。[方法]随机抽取浙江省14家县级卫生监督机构进行基线调查,采用描述性分析方法对资料进行统计学分析。[结果]2012年浙江省14家县级卫生机构的卫生监督事业费总额为6520.12万元,比2007年(3179.6万元)增长105.06%;2012年样本地区卫生机构共有卫生监督员519人,样本地区中有7个地区卫生监督员人数低于标准配置人数;样本地区卫生监督机构工作用房建筑面积逐年增加,但仍有7家卫生监督机构未达到《关于卫生监督机构建设指导意见》中要求的标准。[结论]浙江省14家县级卫生监督机构经费总额投入、房屋建筑面积以及卫生监督员人数均有所增长,但仍存在卫生费用分配不均、卫生监督费用占比小,卫生监督机构工作用房建筑面积、卫生监督员配备不达标等问题。

Objective By analyzing resource construction to 14 health supervision institutions at county level in Zhejiang province from 2007 to2012. Understand the utilization and allocation of health supervision resources in Zhejiang province so as to provide scientific countermeasures for rationally utilizing and allocating the resources of health inspection. Methods 14 health supervision institutions in Zhejiang province were randomly selected to fill in the baseline survey. The data were analyzed by descriptive analysis. Results The total supervision fees of 14 health supervision institutions in 2012 was 65. 2012 million yuan RMB which increased 105. 06%,more than the total supervision fees in 2007（ 31. 796 million yuan）. There were 519 health supervisors in sample area in 2012,and the health supervisor number of half sample areas was lower than the standard number. The working place area of sample health supervision institutions were increased year by year. But there were still 7health supervision institutions that did not reached the standard of ＂Health Supervision Institutions on Construction Guidance＂. Conclusions Total funds investment,working place construction area and the staffs of 14 health supervision institutions at country level in Zhejiang province were all increased,but there still exists unevenness allocation of health expenditure,small ratio of health supervision costs,working place area and the staffs was not equipped with the standards.
