摘要
[目的]了解浙江省县级卫生监督机构2007-2012年队伍建设情况。[方法]随机抽取浙江省14家县级地区卫生监督机构进行基线调查,采用描述性分析对资料进行统计学分析。[结果]2012年浙江省14家县级卫生机构监督费总额为6520.12万元,比2007年(3179.6万元)增长92.51%;2012年样本地区卫生监督机构共有编制408人,机构在岗人数390人,派出机构48个,派出人数192人,卫生监督员共519人,卫生监督员数为0.74名/万人口;年龄以40-59岁为主(51.0%),20-29岁、30-39岁、50-59岁分别占17.2%、31.4%、19.1%。本科及以上学历占55.9%、专科学历占30.4%;高级、中级、初级职称分别占3.1%、30.1%、16.7%;医学专业、法律专业及其它专业分别占50.2%、20.6%、26.7%。[结论]浙江省14家县级卫生监督机构经费总额投入有所增长、卫生监督队伍建设初具规模;但仍存在着队伍年龄偏大、结构不合理、培训内容不能满足工作需要及人员流失等一系列问题。
Objective To understand the team construction of health supervision institutions at the county level in Zhejiang province from 2007 to2012. Methods Random drawing baseline surveyed 14 health supervision institutions at the county level,statistical analyzed the data by descriptive analysis. Results The total amount of supervision fee was 6. 52012 million yuan RMB in 14 county( district) health institutions,92. 51% higher than in 2007( 3. 1796 million yuan). The total authorized strength was 408 in the sample district,390 staffs were on duty,sending agency was 48 and sending staffs were 192. The total health supervisors were 519,0. 74 /10000 population. Mainly age was from 40 to59 years old,20 - 29,30 - 39,50 - 59 yeas old were up 17. 2%,31. 4%,19. 1% respectively. Bachelor degree or above accounted for55. 9%. Junior college degree was 30. 4%. Senior,middle and primary title of professional was 3. 1% 、30. 1% 、16. 7% respectively. Medical,law and other major was 50. 2%,20. 6%,26. 7%. Conclusions The total funds invested had been increased in 14 district health supervision institutions in Zhejiang province. But it still has problem like the staffs' age is older,unreasonable structure,the training content can't meet the needs of the work and personnel loss.
