摘要
国内大型运输机场在不可视机坪日常运行管理过程中,特别是在机坪运行管理由空管塔台向机场管理机构移交阶段面临诸多与风险识别和过程控制有关的难点,建立空管、机场和航空公司协同参与规划、设计和决策的机制,进而形成具有前瞻性和系统性的优化方案,是机坪运行管理改革的必经之路。
Large domestic transport airports face a lot of difficulties related to risk identification and process control in unobservable apron operation and management, especially at the transfer stage from air traffic control tower to the airport authority. Thus it is quite necessary to establish a mechanism in which the air traffic control, the airport authority and the airlines are all involved in planning, designing and decision-making. The formation of a proactive and systematic optimization scheme is the only way to reform the apron operation and management.
