蒙陕煤炭城市转型发展的思路与政策建议

Suggestions on ideas and policies of coal cities' transformation and development in Inner Mongolia and Shaanxi

蒙陕煤炭资源富集城市面临较多困难,经济增速受煤炭行业影响快速下滑,越来越多的企业处于停产或半停产状态,城市债务风险加大,经济结构仍然以煤为主。这类城市转型发展的重点不再单纯为了增长,而是坚守已经打下的基础,止住经济增速快速下滑趋势,以合理的增长速度支撑城市的全面发展,走出一条资源利用、城市转型与煤企发展统筹规划的发展路径。基本思路:沿燃料和原料两条路径充分释放煤炭资源价值,分类突围非化石资源,将以城市建设为主转变为城市服务,重点防范企业退出风险。政策建议:出台体现蒙陕煤炭行业差异化、市场化的综合政策,通过区域合作培育蒙陕煤炭城市增长新动力,加速低端、低效煤炭加工产能完全退出,出台保障政策防范重点风险。

Coal cities of resource enrichment in Inner Mongolia and Shaanxi province,face lots of difficulties,such as mining industry leading rapidly decline in economic growth,more and more enterprises suspending or partially suspending production,risks of cities＇ debt increasing,and mining industry is still their mainly economics structure.The transformation emphasis of this kind of cities not only pursue economic growth,also stick to the foundation that already have,in order to desist tendency of rapidly decline economic growth,which taking a reasonable growth rate to support integrated development of the cities and breaking a development path of overall planning on resource utilization,cities＇ transformation and enterprises＇ development.Basic ideas are that fully releasing coal resources along two paths,fuel and raw material,classified breaking out of non-fossil resources,transforming cities＇ construction to cities＇ service,and mainly preventing enterprises exit strategy risks.Suggestions of policies are that formulating comprehensive polities which reflecting differentiation and market-oriented of coal industry,cultivating new power of growth basing upon regional cooperation,accelerating completely opt outlow end and low efficiency coal processing capacity,and issuing security policies to prevent key risks in Inner Mongolia and Shaanxi.
