四川秦巴山区绿色跨越发展:现实困境与起飞战略

Green and Leap Development in Qinba Mountain Areas of Sichuan:Realistic Predicament and Take-off Strategy

四川秦巴山区幅员辽阔、资源丰富,经济社会发展潜力很大。但长期以来,受限于地理区位封闭、市场化进程缓慢、发展战略不清晰等因素制约,当地宝贵的发展资源陷入沉寂状态,后发优势一直未充分发挥,贫穷落后的整体面貌未得到彻底改变。从秦巴山区资源禀赋的结构性特征出发,抓住精准扶贫、全面建成小康社会的战略契机,在新的发展理念指引下,借鉴罗斯托经济起飞模型,研究提出"一航·一体·两翼·三轮"起飞战略,作为四川秦巴山区绿色跨越发展的新战略。

Qinba Mountain Areas of Sichuan have a vast territory and abundant resources,with great potential for economic and social development.But for a long time,constrained by such factors as geographical location confinement,slow marketing process and unclear development strategies,the local precious resources for development have long been unexploited,and thus,with little late-mover advantage,poverty and backwardness have not been completely changed.According to the structural characteristics of resource endowment,we must seize the opportunity of targeted poverty alleviation and build a well-off society in Qinba Mountain Areas.Following the guidance of new development concepts,referring to the Rostow＇s economic take-off model,we suggest one take-off strategy named＂ one direction,one body,two wings,three wheels＂as a new strategy for green and leapfrog development of this region.
