老龄化背景下我国渔民养老方式探究

The Study of Chinese Fishermen's Old-age Security Model in the Situation of an Ageing Population

渔民作为农民的特殊群体,其养老方式也与农民存在差异。在当前人口老龄化日益严重的形势下,渔民的养老保障既不可能与城镇居民的养老保障相接轨,也不可能完全依赖于农村养老保障机制。因此,探寻与当地经济社会发展相适应,并与渔民特色相符合的适于渔民的养老方式尤为迫切。对此提出新型养老方式——多元互助养老,使互助养老与机构、社区养老和政府的辅助相结合,以期让渔民过上舒适的晚年生活。

Fishermen are special farmers, and their old-age security models arealso different fromother group offarmers.Thefishermen's pension security could neither adapt the local urban residents’ old-age security, nor could completely rely on local rural pension security mechanism.Therefore, in the face of the increasingly rapid aging population situation, it is very urgent to find out the suitable model for the fishermen which can accord with the development of localeconomy. In this paper, a new old-age security model with mutual assistance and support,and a combination of pension institutions, community and government support,so as to insure fishermen a comfortable life in old age.
