新媒体政治参与背景下的民主风险及其防范

Analyzing and Avoiding the Risks of Socialist Democracy Under the Background of Political Participation Via New Media

在发展中国家的民主转型过程中,常常伴随着大规模的社会动荡和政治衰败,民主转型的风险问题凸显。信息技术的发展推动了互联网新媒体的发展,并成为民众重要的政治参与渠道。新媒体在激发政治参与热情、通畅政治表达渠道、增进政治互动的同时,使政治发展进程中的不确定性因素进一步增多,风险进一步加大。新媒体政治参与背景下,中国社会主义民主建设的风险主要有性质风险、进程风险、结果风险和价值风险。在扩大政治参与和推动民主建设的同时,必须注意防范和规避民主风险,警惕可能出现的"黑天鹅效应"和"蝴蝶效应";必须着力研究互联网及新媒体兴起的背景环境下民主风险的评估、预警和应对,真正走出一条出符合中国国情的民主道路。

The process of democratic transition in developing countries is often accompanied by large-scale social unrest and political decay,the risks of democratic transformation are become more and more prominent.The development of information technology promotes the rise of new media in the form of Internet, and it become an important channel of people＇s political participation. While new media stimulate enthusiasm for political participation, smooth political expression channels, and enhance political interaction,meanwhile,it also increased the uncertainties and risks in the political development process.Under the conditions of new media political participation,there are four layers of risks in socialist democracy construction of China,which include the risk of democratic nature,the risk of democratic process,the risk of democratic result and the risk of democratic value. During the process of expanding political participation and promoting democracy construction,we must pay attention to avoiding the democratic risks,and be alert to the possible of ＂Black Swan Effect＂ and ＂Butterf ly Effect＂; We must focus on the assessment,early warning and response of democratic risks in the new media age and develop a new democratic road with Chinese characteristics.
