Policy Matching and Choice of the New Health Care Reform：Observation Based on 2009~2015 Related Texts

从政策工具视角出发,结合医疗卫生活动类型和医改的利益相关方构建出医疗卫生政策分析的三维框架,在此基础上对2009~2015年的医疗卫生政策进行文本分析。研究发现＂新医改＂中政策工具总体构成上以强制性政策工具为主,自愿性和混合型工具尚有待开发;针对不同利益相关方的政策工具选择存在不合理之处;政策工具选择没有体现医疗卫生活动的类型差异。政策工具多元化和政策工具组合优化是我国未来医改的两个方向。

From the perspective of policy tools, combined with the type of health care activities and stakeholders of the health care reform to build a three-dimensional framework for health policy analysis. On the basis of this, the medical and health policy of 2009 ~2015 is analyzed.The study found that Mandatory policy tools occupy the dominant position in the new health care reform, and voluntary and hybrid tools need to be developed;There are some irrationality in the choice of policy tools for different stakeholders.The choice of policy instruments did not reflect the type of medical and health activities.Diversified policy tools and policy tool combination optimization become the two direction of health care reform in our country in the future.
