高等教育内涵式发展方式的提出,标志着我们对高等教育的质量问题认识的新突破,并尝试通过转变发展方式积极应对发展过程中的体制机制问题。文章从三个向度、内涵以及动因来阐述高等教育内涵式发展的特征。在高等教育规模相对稳定的形势下,内涵式发展就应坚持以人为本,促进高等教育与其他社会事业的协调发展、可持续发展。当前,高等教育内涵式发展的重点任务就是实现优化高等教育结构突出办出特色、创新组织模式实现管理体制创新以及通过提高科研水平引领社会文化建设。对此,政府推动高等教育内涵式发展的着力点以及实现的路径,应当建立正确的高等教育发展观、质量观,转变政府职能,打破部门的阻隔,提高高等教育运行效率。

Under the situation of higher education scale stably,connotative development should adhere to the people- oriented in order to promote coordinated development and the sustainable development of higher education and other social undertakings. At present,the focus of the higher education connotation development is Optimizing structure,innovating management system and leading social cultural construction. So we shall establish the correct development concept and quality view of HE,transform government functions,break the barrier of the department,and improve HE operating efficiency.
