环境规制影响工业行业生产率的实证研究

摘要 采用我国36个工业行业2001-2010年的面板数据,运用DEA-Malmquist指数方法测算出分行业全要素生产率,考察环境规制对生产率的直接和间接影响。在行业分组基础上,进一步考察环境规制对生产率影响的行业差异性。结果显示:1环境规制强度与工业行业生产率存在显著的非线性U型关系,即随着环境规制强度的增加,生产率呈现先下降后上升的趋势;2环境规制会通过利润率和企业进入两个途径对行业生产率产生间接作用;3相对于污染型行业,清洁型行业会更早的跨越U型拐点。并提出以下政策建议:我国应该适度加强环境规制的强度;考虑到行业的差异性,针对污染型行业应该制定更为严格的环境规制政策。 This article is from the industry perspective,using 2001-2010 panel data of 36 industrial industries in China and using DEA-Malmquist index method to measure the total factor productivity and investigate direct and indirect effects of environmental regulation on productivity.And,on the basis of industry groups,we investigate further industry different impact of environmental regulation on the productivity.Results showed that:1there is significant nonlinear u-shaped relationship between environmental regulation intensity and industry productivity,namely,with the increase of the intensity of environmental regulation,the industry productivity showed a trend of decline after rise.2Environmental regulation has indirect effects on business productivity through the profit and the entrance of businesses.3Compared with polluting industries,cleaner industry will be earlier to across the turning point of U-shaped curve.This paper puts forward the following policy suggestions:China should properly increase the intensity of environmental regulation,at the same time,considering the difference of the industry,for the polluting industries,there should be stricter environmental regulation policy.
