摘要
回溯公务员法实施的十年历程,公务员制度建设呈现出渐进、平衡与创新并行的脉络,即以多个单项制度"探索-试点-评估-再决策"的方式实现公务员制度的渐进式发展,以动态调整实现公务员制度"平衡性"运作的机理,以创新性举措实现对传统干部人事制度弊端的突破。公务员制度未来发展的路径将重点体现在:制度建设方面不断加强党内法规与公务员法规体系的衔接;选拔任用方面进一步健全并落实严格标准;专业化发展方面重点推进分类管理;队伍建设方面更加突出基层导向。
Looking back the ten years' system development is a gradual, balanced implementation of Civil Servants Law, we can find that the and groundbreaking process. regulations has the pilot scheme-evaluation-decision method to realize the Variety of detailed rules and gradual development. Dynamic adjustments are used to realize the balance of running mechanism. Some creative measures are adopted to break through the shortcoming of traditional cadres' system. The forward-looking route of civil servants system will have some key points which include interlinking the CPC regulations and civil servants law in system construction, perfecting and implementing strict standards in selection and appointment system, emphasizing the classification management in professional development, strengthening the grassroots- oriented direction in team building.
