问题管理思想及在公路项目建管领域博弈合作机制模式下的系统控制体现

Systematical Control on the Construction Management Using Problem Management Thinking in the Highway Sector under the Game-cooperation Mechanism

公路项目建设管理具有复杂系统的特征,从与传统管理不同的管理视角来观察,试图获取更有效的管理方法。从对建设管理项目的组织结构模式和合作管理机制的认识入手,分析了该系统的管理控制需求,探讨了现阶段管理思想和手段对于该系统的适宜性,进而引出了面向问题的管理理念,并将之利用到公路建设管理工作中,设计了管理的内容、范畴和基本程序,举例示范了问题管理理论和手段的具体应用,最后对应用的效果采用检查和评估的方式进行了说明,以论证问题管理思想的应用可行性。

Highway project construction management has complex system,in this paper a more effective method is intended to be obtained from the perspectives of management different with traditional means.Starting from the management of construction project organization structure mode and cooperation with the understanding of the management mechanism,the control requirements for the system management are analyzed,the present management thought and method for the suitability of the system are discussed,and then problem-oriented management concept is proposed which is introduced to the highway construction management,and the content,scope and basic programs of management are designed,the problem management theory and methods of concrete application are demonstrated through examples,finally examination and evaluation of the effects of application are illustrated to demonstrate feasibility of the application of problem management thoughts.This paper can be some reference for same field engineering.
