农村全面小康建设评价体系的构建及区域差异性研究

Construction of Evaluation System of Building Well-off Society in Rural Land and Empirical Study on Regional Difference

按照农村全面小康社会建设要求,本文构建了包含农村经济发展、农村生活质量、农业投入及产出水平、农村生态环境5个评价维度24个指标的农村全面小康发展评价体系。通过主成分分析提取反映农村小康社会发展水平的主要因子,并在此基础上对我国31个省份的评价结果进行聚类分析。聚类结果显示6个不同层次的农村小康社会发展水平,其差异主要归结为5个评价维度协同耦合的差异性。分别从5个评价维度分析各类地区农村全面小康社会发展的优劣势,并据此提出政策建议。

To build a well-off society in an all-round way in the year 2020 is the strategic target proposed on the Eighteenth CPC National Congress,the rural land is the key point and rub in the process of building a well-off society. According to the requirement of building well-off society in rural land,this paper constructed an evaluation system of building well-off society in rural land,which was made up of 5 evaluative dimensions,24 indexes,including rural economic development,rural living quality,agricultural input and output level,rural ecological environment. Use principal component analysis to extract the main factors that could reflect rural well-off society development,on the base of which,to do the cluster analysis on the evaluation result of 31 Chinese provinces,municipalities and regions. The result showed 6 different development levels,and the difference mainly attributed to the synergistic coupling and discrepancy of the 5 evaluative dimensions. Analyze the strengths and weaknesses of the rural well-off society development of the 6 kinds of areas from 5 dimensions,and put forward suggestions and countermeasures.
