猪肉可追溯体系溯源实现难的原因及对策——基于北京市生猪屠宰加工企业的深度调研 被引量:5

摘要 本文立足北京市猪肉可追溯体系发展现状,以两家生猪屠宰加工企业作为典型案例,实证分析猪肉可追溯体系溯源实现难的原因及对策。研究发现:政府统一配置的设备、品牌知名度的提高、较强的社会责任感以及其他企业的竞争是大型生猪屠宰加工企业参与猪肉可追溯体系中的主要原因,而不能获得明显的猪肉销量和价格提升、配置的设备不能满足生产要求、生产线改造成本高以及猪肉销售环节溯源实现难则是阻碍大型生猪屠宰加工企业继续深化猪肉可追溯体系建设的主要原因;政府统一配置的设备、品牌知名度的提高、有助于获得更高的猪肉销售价格以及较强的社会责任感是小型生猪屠宰加工企业愿意进一步深化猪肉可追溯体系建设的主要原因。政府应鼓励生猪规模化和标准化养殖、鼓励加强生猪屠宰加工与猪肉销售环节利益主体之间的纵向协作、鼓励部分猪肉生产经营者积极探索适合企业自身的猪肉溯源管理模式。 Based on the development status of the pork traceabilily system in Beijingcity,this paper takes two pig slaughter enteiprises in Beijing as a typical case to analyze the causes and countermeasures of the difficulty in tracing to the source ofpork traceability system.The results indicate as follows:government unified configuration equipment,increasing brand awareness,strong sense of social responsibility and competition from other enterprises are the main reasons for large-scale pig slaughtering enteiprises participating in the pork traceability system,whilenot getting obvious increases of pork sales and price,government unified configuration equipment not meeting production requirements,high cost of reform of production line and the difficult of traceability in pork sales link are the main reasonsfor large-scale pig slaughtering enteiprises being not willing to continue to deepen the construction of pork traceability system:government unified coiifiguralionoquipinenl.increasing brand awareness,getting obvious increases of pork sales and price and strong sense of social responsibility are the main reasons for small-scale pig slaughtering enteiprises being willing to continue to deepen the construction of pork traceability system.The government should encourage the large-scale and standardization of pig breeding,encourage the strengthening of the vertical cooperation between pig slaughtering enterprises and the main body in pork sales link,encourage some pork production operators to actively explore suitable pork traceability management model.
