摘要
国家通过良种补贴、标准化养殖、标准化示范小区创建、重大动物疫病强制免疫补助、农产品农超对接、畜产品加工、流通设施建设等方式对畜牧业项目进行资金扶持。为体现选项科学性,政府部门往往通过专家评审、委托中介机构复审等方式优选项目,但选项过程中,还存在主观决策、偏重技术评价、无评价指标体系或者采用农业项目评价指标体系、评价方法单一等弊端,这使得畜牧业选项过程未充分发挥出科学决策的作用。本文以畜牧业项目为研究对象,根据项目申报指南的要求,选取符合畜牧业特征的评价指标体系,采用层次分析和熵值组合方式确定权重,最后运用Euclid距离和灰色关联度的TOPSIS法进行综合评价,实现畜牧业项目的优选。
Our country supports the animal husbandry projects through seeding subsidies,standardized breeding,creating the standardization demonstration area,major animal diseases compulsory vaccination subsidy,supporting agricultural products into supermarkets,animal products processing,distribution facilities,etc.In order to reflect the scientific options,governments often choose the best project by experts and commissioned agency to review.But in the selection process,there are some defects like qualitative decision-making,emphasis on technical evaluation,don't have an index system or use the agricultural project evaluation index system,which makes the process of animal husbandry project options can't fully play the role of science in decision-making.This article regards the animal husbandry projects as the starting point,according to the project requirements,selecting the evaluation index in line with the characteristics of the projects.Using AHP and entropy method to determine the weight,and use the Euclid distance and the gray of TOPSIS comprehensive evaluation method to achieve the preferred animal husbandry projects.
