日本“灰色地带事态”与中日安全困境

Japan's “Gray Zone Situation”and Sino- Japanese security dilemma

2016年3月起,日本正式实施新安保法。日本新安保法提出的三个关键"事态"之一,即"灰色地带事态",在很大程度上直接指向与中国的海洋权益相关的争端问题。中日关系正处于"灰色地带事态"中的"冷淡和平"阶段。结构性矛盾与战略性矛盾的复合影响,使得当前的中日关系有渐行渐远的迹象,不容乐观。中日两国应积极努力构建信任机制,摆脱"灰色地带事态"的阴影,妥善解决脆弱稳定状态下的争端问题,克服中日安全困境,致力于发展稳定的和平关系。

On March 2016, Japan implemented the new security act, which stipulates three key ＂situation＂ including the ＂Gray Zzone Situation＂. The ＂Gray Zone Situation＂ is directly linked with disputes between China and Japan over maritime issues. Currently, the Sino -Japanese relations are at the stage of the ＂cold peace＂ in the ＂Gray Zone Situation＂, under the combined impact of structural contradiction and strategic conflict. Considering the prospect of Sino -Japanese relations is far from being optimistic, it is urgent for China and Japan to work together in the aspect of confidence building measures （CBM） , emerging from the shadow of ＂Gray Zone Situation＂ and dealing with the security disputes in a proper way under the situation of fragile stability with the aim of overcoming the Sino -Japanese security dilemma and promoting peaceful development of the bilateral relations.
