摘要
本文从企业科技创新失败项目、企业科技再创新表现和企业失败资源再造能力3个方面设计政府补偿对象选择评价指标体系,利用灰色系统理论建立政府补偿对象选择评价模型,并通过算例验证模型的有效性和准确性,力求实现政府补偿企业科技创新失败项目对象选择的科学合理性,为政府补偿企业科技创新失败项目的政策制定提供意见参考,且从理论层面上进一步丰富了科技创新失败项目补偿机制的研究。
Design objects selection evaluation index system of government compensating science and technology innovation failed pro- jects from three aspects which are science and technology innovation failed projects, enterprises' science and technology re-innovation performance, and the ability of enterprise's failure resource reengineering in order to make the objects se- lection of government compensating science and technology innovation failed projects more scientific. Establish government compensation objects selection evaluation model based on grey theory, then verify its validity and accuracy by an example to realize the scientific rationality of compensation objects selection, which could offer reference for policy-making of gov- ernment compensating science and technology innovation failed projects and further enrich the research on compensation mechanism of science and technology innovation failed projects from the theoretical level.
