摘要
清洁发展机制(CDM)项目是发达国家向发展中国家进行低碳技术转移的重要途径之一。中国是CDM项目的大国,为研究CDM项目在我国分布的区域差异性,探究低碳技术转移的实现路径,首先用因子分析法提炼区域特征指标,再用聚类法将中国30个省市分为4类区域。然后研究了2005~2013年间区域CDM项目分布的影响因素。结果显示:区域技术投入对CDM项目分布存在抑制作用,技术水平越高的区域其影响愈大;经济发展水平则与CDM项目分布呈正相关,区域可以通过提升经济实力带来更多的CDM投资机遇;而能源投资因其与温室气体排放密切相关,所以对CDM项目分布有正向影响;产业结构是造成CDM项目分布区域差异性的主要因素,区域产业结构中第二产业比重对CDM项目的分布产生积极的影响。
Clean Development project is one of the most important ways of transferring low-carbon technology from developed countries to developing countries,which has a great effect on the carbon-reduction career of developing countries.China has plenty of CDM projects.This paper aimed at studying the regional differences of its distribution.The study firstly refines the indexes of regional characteristics by using factor analysis,and then classifies the countries into 4 regions by clustering analysis.Secondly the paper analyzing the regional factors affecting the number of CDM projects during the year of 2005-2013.The results indicate that the technology input negatively affects the distribution of CDM projects across regions,especially for the regions that have greater technological capability.However,the economic level plays a positive role.Regions can have more CDM investment opportunities by improving economic level.Energy investment has a close relationship with GHG emissions;therefore it positively affects the distribution of CDM projects.Finally,the industry structure is the main cause of regional differences of CDM projects distribution and has a positive role,which means the higher the secondary industry ratios the more CDM projects the region will have.
