秸秆焚烧治理的困境解析及破解思路——以江苏省为例

Dilemma of Straw Burning Control Policy and a Settling Mode:A Case Study of Jiangsu Province

秸秆焚烧问题关乎生态环境,受到社会各界广泛关注。对此,江苏采取了较为积极严厉的秸秆焚烧治理措施,但无论是"禁烧"政策还是促进秸秆综合利用的政策都无法有效解决难题。政策失灵使得秸秆焚烧治理陷入困境,其本质原因在于秸秆处理的成本高昂而收益不确定,且成本分担机制不合理。文章在分析秸秆焚烧产生的原因以及秸秆焚烧治理困境的基础上,提出在江苏开展"稻麦—草畜"联营的模式作为一种破解秸秆焚烧治理困境的思路,并总结了韩国在这种模式上的成功经验;最后,从技术和经营主体两个方面提出政策建议。

Straw burning issue has caused social concern widely as it＇s a serious environmental problem.Jiangsu did not adopt more positive and stringent policy to handle it,however,＂Burning Forbidden＂ policy nor is ＂Promoting comprehensive utilization of straw＂ policy effective.Policy failure made straw burning issue fall into dilemma.The fundamental reason lies on the high cost and uncertain earnings of straw processing;besides the cost-sharing mechanism is unreasonable.Based on the analysis of the causes of straw burning and governance dilemma,this paper proposed ＂RICE and livestock＂ joint management model to settle policy failure problem and summarized the successful experience of Korea.Finally,this paper puts forward policy recommendations.
