基于生态与社会资产核算的生态文明综合评价

Comprehensive Evaluation of Ecological Civilization Based on Social and Ecological Assets Accounting

为构建生态文明建设综合、定量评价体系,揭示喀斯特脆弱山区生态保护与社会经济发展的相关性。文章从生态资产变化的角度,建立涵盖生态资产和社会资产2个评价角度,11个评价指标的综合评价指标体系,并对贵阳市1990~2013年生态文明建设水平进行综合评价。结果表明：贵阳市1990~2013年生态文明建设水平呈先降后升的变化趋势,且年际增长率波动变化。其中,1995~2000年生态文明综合指数由0.215降至0.201,但2000~2013年生态文明综合指数又上升至0.357,增长率也不断上升。从历年生态资产与社会资产的变化特征来看,生态文明建设水平提升的关键于社会资产的大幅增加。另外,基于社会资产与生态资产核算的生态文明建设水平综合评价方法具有典型、可定量的特点,为生态文明建设水平评估提供良好参考。

In order to establish a comprehensive and quantitative evaluation system of ecological civilization construction,the relationship between ecological protection and social economic development in the fragile mountain areas of Karst,from the angle of the change of ecological assets,this paper establishes a comprehensive evaluation index system of 11 evaluation indexes,including 2 evaluation indexes of ecological assets and social assets,and the comprehensive evaluation of the level of ecological civilization construction in Guiyang city during 1990-2013.The results show that：the level of ecological civilization construction in Guiyang city is the first to fall after the change trend,and the annual growth rate fluctuations in city.Among them,the years of 1995-2000 ecological civilization composite index fell from 0.215 to 0.201,but the ecological civilization comprehensive index rose to 0.357 in 2000-2013,the growth rate is also rising.From the changes of the ecological assets and social assets over the years,the key to the improvement of the level of ecological civilization construction is a substantial increase in social assets.In addition,the comprehensive evaluation method of ecological civilization construction level based on social assets and ecological assets accounting has the typical and quantitative characteristics,and provides a good reference for the construction of ecological civilization.
