高等教育实施契约管理的路径思考!

Thoughts on the Path about Implementing Contract Management of Higher Education

契约管理是推动我国高等学校实现面向社会依法自主办学的有效方式。首先,按历史的脉络,从政治、经济两个方面分析契约发展的有关理论。进而以契约理论分析后发现我国高等教育在1998～2014年间,规模发展主要通过行政命令方式实现;质量内涵和制度建设主要通过契约管理完成。最后,以存在问题和未来方向为基础,进一步阐述了推进高等教育契约管理所具有的重要意义,并对实施路径进行了具体的制度设计。

Contract management is an effective way to promote the realization of the higher education institutions running schools according to law.This paper conducts an analysis of the development of contract theory from the political and economic aspects according to the historical context.Using contract theory,it is found that during the years of 1998 to 2014,the development scale of higher education is achieved mainly by the means of administrative orders,and the quality connotation and system construction of higher education are completed mainly by the means of contract management.Based on the existing problems and future directions,this paper further expounds the important significance of promoting the contract management of higher education,and designs the concrete system for the implementing path.
