京津冀区域创新环境和创新绩效的耦合协调研究

Coupling Measure of Innovation Environment and Innovation Performance in Beijing-Tianjin-Hebei

协同创新绩效是衡量京津冀协同创新体系建设情况的关键因素,而创新环境的发展对协同创新绩效又有重要的影响。为了测度京津冀协同创新体系建设中创新环境和创新绩效的关系,利用2008—2014年统计数据,对京津冀地区的创新环境和创新绩效两个子系统的耦合协调程度进行评价。研究发现京津冀地区创新环境的评价结果均优于创新绩效系统,各地区创新绩效的发展存在滞后;京津冀创新环境和创新绩效系统均处于颉颃耦合的发展阶段,且在近几年趋于稳定;从耦合协调角度看,北京地区已达到高度协调的耦合,天津地区为中度协调耦合阶段,而河北地区尚处于低度协调的耦合。

The performance of coordinated innovation is a key factor to estimate the construction of coordinated innova-tion system of Beijing-Tianjin-Hebei, and the development of the innovation environment has great influence on the per-formance of coordinated innovation. To estimate the relation between innovation environment and innovation performance,the coordination degrees in Beijing-Tianjin-Hebei from 2008 to 2014 has been analyzed empirically based on the data about regional innovation environment sub-system and innovation performance sub-system through employing models of coordination degrees of environment and performance. Research result shows that innovation environment sub-system was superior to the performance sub-system in the region, and the innovation performances were lagged. The coupled environ-ment and performance systems of this region were steady and in the rivalry coupling phase. From the perspective of the coupling coordination degree, Beijing was in highly coupled coordination, Tianjin was at the stage of moderate coordina-tion, and Hebei was still in the low-degree coordination of coupling.
