京津冀空气污染与河北省产业结构的内在关联——兼论联合治理对策

The Internal Relationship Between Air Pollution in Beijing-Tianjin-Hebei Region and the Industrial Structure of Hebei Province——Concurrent Discussion on Joint Governance

以京津冀空气质量下降为出发点,概要分析影响空气质量的首要污染物PM2.5浓度提升的自然因素和人为原因,具体分析河北省以钢铁产业为主导的产业结构对京津冀地区空气质量的影响。基于上述分析,对治理空气污染提出以下对策:建立京津冀联合治理机制,从机构设计、生态补偿、设立基金和联合立法等方面治理空气污染,呼吁河北省在市场机制引导下,合理推动产业结构调整。

This article takes the air quality of Beijing, Tianjin and Hebei as a starting point, analyzes the natural and man-made causes leading to the concentration of PM2.5in this area in recent years, and specifically points to the influence of the steel industry of Hebei Province on the air quality of Beijing, Tianjin and Hebei. Based on the above analysis, this study put forward some suggestions to deal with the air pollution： establishing joint governance mechanism of the three places involving institutional construction, ecological compensation, establishment of fund and joint legislation to handle the problem of air pollution. Meanwhile, Hebei Province is appealed to reasonably adjust the industrial structure under the guidance of market mechanism.
