危险废物道路运输管理的探索与建议

Research and Recommendations on the Management of Carriage of Hazardous Waste by Road

本文阐述了我国危险废物处置、运输的基本情况,危险废物的认定及运输管理相关法律规定等内容,分析了我国危险废物运输管理在分类、鉴别、豁免、监管、通行等方面存在的问题,并借鉴美国、欧洲等相关管理经验,提出了我国危险废物道路运输管理的工作建议。

This paper illustrates the current situation of the disposal,transportation and identification of hazardous waste as well as the relevant laws and regulations in China.It then analyzes the problems China faces in the management of hazardous waste transportation by road,mainly related to the classification,identification,exemption,supervision and road restrictions.At last,drawing on the related experience of developed countries like the USA and the Europe,we propose suggestions on the management of hazardous waste transportation by road in China.
