社区治安资源在安全防范中的作用与开发——以南通市开发区A社区为例

On Functions and Development of Community Security Resources in Security Precautions:A Case Study of Community A in the Development Zone of Nantong

社区治安资源包括人力、物力、财力等有形资源和关系、信息、权力等无形资源。其中人力资源是社区安全防范的主力军,物力资源和财力资源是社区安全防范的物质基础,无形资源是社区安全防范实施的推进力量。以南通市开发区A社区为例,应积极挖掘社区治安人力资源,畅通居民参与社区治安工作的渠道,重视社区治安防范宣传,加大社区管理投入,加强社区居民之间的情感联系,提高居民社区治安意识。

Community security resources include tangible resources such as human resource, material resource and financial resource and intangible resources like relations resources, information resources and power resources, among which human resource is the major driving force in community security precautions, while material resource and financial resource represent the material bases, and intangible resources represent the driving force for implementation of community security precautions. With a case study of community A in the development zone of Nantong, the article suggets that efforts should be made to excavate community security human resource, unbar the channels for residents＇ participation in community security, attach great importance to the community public security prevention publicity, increase investment in community management, strengthen the emotional connection between the communities and improve the residents＇ awareness of community security.
