摘要
在信息化侦查的背景下,侦查人员与犯罪行为人的较量实质上是信息的较量,谁掌握了更多的信息就会在侦查对抗中处于优势。在追踪犯罪行为人的活动中,侦查人员如何收集到更全面的信息,并且使收集到的信息发挥最大效能,是亟待解决的重要问题。应构建一种城市立体追踪网络,即综合各种信息资源进行全方位追踪的网络,它将是追踪信息收集、共享与智能分析的一种新的机制。
Under the background of information-based investigation, the competition between nvestigators and the criminal offenders is essentially the competition of information. Those who have good mastery of more information will be placed at the leading edge in the investigation competition. In tracking the criminal offenders,the way of investigators＇ collecting more comprehensive information and achieving the maximal effectiveness of the collected information is the key issue which needs to be solved. Accordingly, the article suggests establichment of urban stereoscopic tracking network, namely, a kind of network where information resources are synthesized for comprehensive tracking. The constructed network will represent a new mechanism for tracking information gathering, sharing and intelligent analysis.
