摘要
近年来,在我国政府或事业单位中出现了一支协助政府开展公共管理与公共服务工作的临聘人员。他们构成复杂、数量之多、准公务性等特点,给规范性、统一性、激励性的管理政府临聘人员带来了一定难度和问题。与政府临聘人员类似的概念还有一些,如聘任制公务员、政府雇员等,它们之间有着截然不同的内涵与外延。另外,我国地方某些省市已经开展对政府临聘人员的管理改革的探索,有些地区已初见成效。对政府临聘人员进行统一、规范和激励的管理模式创新将是未来我国政府临聘人员管理的趋势和发展方向。
In recent years,a team of temporary employee in government or public service units in our country has emerged as a support for the government to carry out public administration and public service.They constitute a complex,a number of the characteristics of the quasi-public service and other characteristics,to the normative,unified,incentive management of the temporary staff has brought a certain degree of difficulty and problem.The relevant concepts of the government temporary employee,the rationality and rational analysis of the existing problems and some basic points of the outstanding characteristics and existing problems of the government officials are clear.
